with physical access to a pc and enough knowledge you can, i doubt a teacher or a parent can.
when you "delete" something all you do is remove the headers of the file so the OS cannot detect it and it can therefore be overwritten, but unless that bit of the HDD is used again then it can be restored as the data is still there, this is why formatting and partitioning does not take hours and hours, it just focuses on the headers and ignores the data.
think of it like this.
an average pc/mac user could not do this, but I can, therefore so can others. (sidenote: thats how the police can recover data you've supposedly wiped clean)
