How do i wipe out the hard drive of this laptop if i don't have the start up CD?

Running WindowsXP
It's able to access wireless internet ONLY in SafeMode....so the Dell people said to start by wiping out the hard drive and doing a clean installation of WindowsXP and i'm just not sure where to start? I reposted this because i included some information that i should not have before, thanks to the person that pointed that out.

My name is Mike, I’m a Technical Analyst located at Dell corporate headquarters in Round Rock, TX. I’m part of an internet outreach team developed to interact with the online community regarding technical questions and issues that customers face with Dell products. I read your question and wanted to offer some help.
Although you do need the OS CD to reinstall the operating system you can download some utilities to erase the drive without the need for the XP CD. If you Google search “Wipe Hard Drive” you should see a number of methods for securely wiping the drive of any information.
If wireless access in the OS is the only problem you’re having then I definitely wouldn’t start by wiping the hard drive clean. Since you are able to access it in Safe Mode then it does seem to be software related, but wiping the hard drive should be your last resort, not a starting step. There are a few things you can try to see if you can get the access back.
First, try simply resetting your network by unplugging the power to the wireless router and cable modem. Leave them unplugged for about 30 seconds and then plug the modem back in. Wait until the modem finishes initializing, usually about another 30 seconds will do, then plug the wireless router back in and let it initiate, again about 30 seconds. Then click on Start>Run and type in “cmd” (no quotation marks) and hit enter. Now type in “ipconfig /release” (no quotation marks) and hit enter. Next, type in “ipconfig /renew” (no quotation marks) and hit enter. If you are able to pull an IP address then you’re in pretty good shape. Close the window out and then try to connect to the internet again. Make sure you are connecting to your router by assigning it a unique name (SSID) in the routers configuration page. For more information on doing this please check the routers manual.
Now, if you still can’t get connected, but it worked at some point in time, I would try a system restore to the point where it was working. Click Start>All Programs>Accessories>System Tools>System Restore. Once the System Restore window opens you will choose the “Restore my system to an earlier time” option and then click Next. Now, find a date in Bold on the calendar that is before the day this problem started. Click on the date and then select a point in the window to the right of the calendar, then click Next. Confirm the selection by clicking Next again and then let the system do the restore. It will shut off and then back on and at this point you should see a message saying your system was successfully restored. Give the wireless a try and see if you’re back online.
If the system restore didn’t work then try temporarily disabling any firewall applications and try again. To disable the Windows Firewall click on Start>Control Panel>Network and Internet Connections>Network Connections. Right-click the network connection for which you want to disable the firewall, then left click on Properties. Click the Advanced tab and then remove the check next to “Protect my computer and network by limiting or preventing access to this computer from the internet” and then click OK. Remember that this is only temporary and you can follow the same steps to turn the firewall back on. Give the system a minute to change the settings and then go ahead and try to connect to the internet again. If you get back on at this point you know what the problem is and you can adjust the firewall settings until you are protected, but back online.
If you’re still not back online then try clearing the start up menu by clicking on Start>Run and then typing in "msconfig" (no quotation marks) and hitting enter. When the configuration window opens click on the “Start up” tab and then clear all of the check boxes. Save the settings and reboot the machine. You will see a message box when you first get back to the desktop, just click the little box on the bottom of the message and then hit OK. Now try connecting. If you can now connect then you may want to scan your system for any spyware or viruses before continuing. If any are found, remove them. If none are found and you still can’t access the internet then we can move on.
Next, you can try creating another profile by going to Control Panel>User Accounts, and then creating another account. Log out of the account you are currently on and then log in to the new account and try to jump online. If you are able to get online in this account then you may have a corrupt user account and you can migrate the data from that account to the new one and simply delete the corrupt account.
Next, check the Wireless Zero Configuration service to make sure it’s properly configured. To do this click on start, then RIGHT click My Computer and select Manage. Now click on Services and Applications and then double click Services in the window to the right. Scroll down to the Wireless Zero Configuration option and double click on it. In the General tab make sure the start up type is set to Automatic and that the service status shows “Started” (Stop should be the only available option.) You can stop the service and then restart it just to see if it makes any difference. Once you’ve verified that everything is configured correctly click Apply and then OK and try to connect to the internet again.
As a last resort before the reinstall lets try resetting the winsock catalog. To do this click on Start>Run and then type in "cmd" (no quotation marks) and hit enter. At the command prompt type in netsh winsock reset catalog and then hit enter. Exit out of the window and then try to connect one last time. If you still cannot connect then a reinstall may be necessary.
I know you’ve probably already done so, but just as a disclaimer, please remember to get all important data off of the drive before wiping it clean. I hope this information is helpful.
