How would you slipstream 8 restore cd's to make one windows boot cd? ?

Firstly you are confusing your terminology. Slip-streaming is the process of taking a Windows installation CD/DVD, adding the service pack images to it so that you install the latest service pack edition. For instance if you have a Windows XP SP1 installation CD you can create a slip-streamed CD with the SP2 files on it and install Windows XP SP2 directly.
Now, restore CDs can be very difficult. Many manufacturer's use an image system. This takes a 'snapshot' of an installed hard drive, stores it on CDs and then when used, these CDs transfer the image back to the hard drive.
If you have the same imaging software used by the manufacturer (many use Symantec's Ghost software for instance) you may be able to 'extract' parts of the image. This however, does not help with the installation of a software product as the image does not contain the installation files - only the installed files.
Some manufacturer's (such as Fujitsu Siemens, and with some of their laptops, Dell) use a modified Windows XP installation CD as the first CD in their restore set. They then add other CDs with the software to the pack. In these instances, you are able to install Windows from the first CD. Of course, if this were the case with your set of CD's you would not be asking this question.
As you have the restore CDs for Windows XP - it is safe to assume that this is an OEM copy of Windows that came with your computer. If this is the case, you can acquire any Windows XP CD (of the same version and service pack edition supplied with your computer) and legally make a copy of it to install from. Note that it must also be an OEM copy (not a full boxed retail disc) in order for this to be within the EULA. That would also be the most straight forward option for you at this time.
