I want a program which locks all the functionalities of windows xp/vista but only internet explorer is allowed for user to use, except that the user has the abilities to control to unlock the system.

You could use talisman, you will have it to set the option to override the shell. (can be done in talisman itself)
Then from then on either get your self a Internet Cafe' theme, which basically gives limited functionality as you want. Or create your own settings.
