when i turn on my computer a black sreen comes up and says: windows could not start because the following file is missing or corrupt:
i cant go on safe mode or system restore
what you will need to do, is goto another computer that has a working copy of windows, and copy that exe back onto your computer. it will also need to be added to c:/system32/dllcache/
i hope by the "ultimate boot disk" u mean linux live 
cause that is the easiest way to fix this.
when ever this error occurs you can simply go and find a copy of the file its looking for (it will probably be somewhere on your xp cd if you can find it.) and put it back where its ment to be.
