Windows Vista Business is a flavour of Vista which has some of the features of Ultimate such as complete pc backup/restore but not others such as Bitlocker; it also doesn't include Media Center which is included in Ultimate and Home Premium. Comparison here

all editions of Vista have tablet pc functionality as standard; in my experience, these tablet pc features are better under Vista such as speech recognition and the TIP. The main problem you are likely to face with Vista is with driver support for tablet pc hardware and applications; also performance can be an issue especially with low powered tablets, although hopefully Service pack 1 will address these niggles.
It's hard to say which is better; on a new machine, I'd go with Vista Business; but on an older machine, I'd stick with Tablet PC edition - I personally would not upgrade.
