ok so ive got speed fan and ran a hl2 game, currently its this

That's SAFE. E5200 has a maximum case temp of 74.1°C.

All processors including the E5200 only get quite hot when you really crank up processor voltage (Vcore) to stabilize high overclocks, thus the need for better cooling. It is really excessive HEAT that damages any chip even if not overclocked.
The E5200 is actually capable of ~3.6 to 3.8gHz at decent voltages and better than stock cooler. Here's my rock stable E5200 at close to stock voltage and using a cheap but lapped heatpipe type cooler:

My processor temp is quite similar to what you are getting. My system temp is also low now after I put a fan on top of the North Bridge chip heatsink.
So don't worry too much when you crank up the gHz. Just ensure good cooling and monitor your temps.
