Since the other answers here do not even mention the Recovery Console you asked about, I'll see what I can do...
When you boot to the XP CD, you get an option to go to the Recovery Console. This is simply a command prompt for your system, you will still need an administrator name and password to do anything.
After you get to the C:> prompt, there are a number of things you can do, for example:
EXTRACT: Command to extract files from the CD to replace corrupted windows files.
FIXMBR - Command to repair the master boot record
FIXBOOT - Command that attempts to repair/replace the system files required to boot
It really depends on what your problem is to choose the appropriate commands that need to be used. There are dozens of commands available in Recovery Console.
