I gave my 2.8 P4 system to my parents and it suits the fine because they don't play games, they only browse website, use Microsoft office and listen to music
If you want to play games, then thats a waste of money, you wont be able to play games with it.
Dell use good quality hardware such as PSU, so I won't be worry about that. It should work just fine.
