and im looking for a graphics card 512mb +

The game is very CPU intensive and needs a high clocked dual-core (3.0+GHz preferably) or a decent quad-core.
The game *might* run on your CPU but only on low settings @ 800x600 and it'll still lag like hell.
For a graphics card for GTA IV, I'd get nothing less than an Nvidia Core 216 GTX260 896MB, or ATI 5770 1GB. They both perform similarly.
If I were you I'd save up for a new computer before buying GTA IV or a graphics card.
