is the xp mode in the windows 7 rc as good as using the xp os?
will the xp mode work in the 64 bit windows 7 rc to compile 16 bit programs (with and without using dosbox)

It's good in the sense that it allows you to run older legacy apps that run only on XP without having to dual boot (which saves alot of time).
This feature may impress software devs, IT businesses, companies and geeks, but your average joe or grandma is not going to need XP mode. They will likely either stick with XP or Vista for the moment.
As far as technical requirements, XP Mode needs a beefier system than that required to just run Windows 7 or XP alone, including at least 2GB of memory and a system that has chip-level virtualization from either Intel or AMD.
So this means not everyone can run it -- the pure intent of this move by MS is so that they can sell Windows 7 to the business users.
As for your needs with XP mode, if all you are doing is testing and developing legacy applications then yes, you will probably find it useful but for day-to-day computing you wouldn't need to enable this feature.
