In your question, the PC will be slightly (very slightly) faster.
The G4 PPC ran at 128 bit, and the PC at 64 bit. So the clock cycles (speed) won't tell the story. The Mac processes larger chunks of information per clock cycle compared to the PC, but does it as fast as the PC does 64 bit of info.
