CPU speed is only one part of the puzzle - if you want minimum requirements, look at the software packages that can deal with either AVCHD or HDV - Sony Vegas, Adobe Premiere, Apple iMove and FinalCut.
It is a much more useful experience when you exceed the minimum requirements.
My suggested minimum requirements:
CPU 2.5 GHz or faster multi-core CPU
4 gig RAM - more is better
500 gig drive that is not the same drive as the start-up system - and this drive is used ONLY for video projects - not storage of anything else or of any finished/rendered projects... bigger than 500 gig will be helpful.
HDV will require your computer to have a firewire port.
AVCHD needs more resources than HDV.
Yes, it is possible to deal with high definition video, but it can get a bit frustrating - especially if you are impatient or expecting everything to be real-time.
