Well it sounds like your getting a used computer. 
) infact it sounds allot like my computer DELL diminsion 2400 . Well it depends what your gonna use it for really. You didn't mention its video memory, if its not a 256; then you wont be playing world of warcraft or some of those other high end games. Thats the only upgrade that would require heavy gaming. If you intend to make movies then you will need a larger capacity hard drive in the range of 100gigs plus a good video card. However, if your going to college then you don't need anything except maybe the latest version of office.
The computer is fine if your just wanna do internet and everyday common stuff. Things like speed have allot to do as to whats already on the machine. Allot of people don't keep track of what they install. Often I see computers with 3 kinds of instant messengers, 2 or 3 different picture viewers, 2 different word processors, and more than 1 anti-virus. All that reduency can kill a computers available operating RAM.
So to close up, Yes its fast for common use, like email, internet, chat, etc.... If its not fast for ya, then might need to do a software clean out or just reinstall windows. If you have a specific use in mind, like making movies, playing really awesom games, or even writting music. You will surely have to make the specific upgrades for those tasks.
