What Would Make My Computer the fastest?
OK I have a Dell Optiplex GX280 I have 5.0GB of RAM in it but windows xp 32 bit is only picking up 2.99GB or should I say 3.0GB....
can i upgrade the prossessor anything to make it faster or what could i do to make it pick up more RAM...

On simple thing that will help you a ton is to remove the stupid 1GB stick that's slowing your system down. That way, you'll have 2GB on each channel and be able to run in dual-channel mode.
If you're gaming, a video card would help a lot. Otherwise, you're pretty much ready for a new computer. Those parts are more than six years old now.
Your best possible CPU upgrade would be to a Pentium D. But there are a huge number of problems with upgrading brand name computers to Pentium D's. (Their cooling systems aren't easy to upgrade and were designed for an 85W CPU, not a 130W CPU.)
Check your BIOS and see if you have a 'memory remapping' option. If so, turn it off. That should get your usable memory up another .2 to .5 GB. (I thought your chipset didn't support memory remapping, which makes the fact that you're only getting 3GB usable somewhat puzzling. It should be more like 3.5GB.)
