I wouldn't say its a bad pc but it isn't a good one either.
The ram and hard disk are fine, something you should do to make that pc good is to upgrade the single core p4 cpu is to a quad core amd anthlon 4xII 620 which cost around 100$ or maybe a core 2 duo E7500 which cost just around the same price.
And as you said you will upgrade your graphics card, then your pc will be good for any purpose.
And you might also need to upgrade your ram to 4gb if you want to play some high end games.
