On that scale I'd give it a 6... and mostly because of the price. The CPU is pretty descent and the monitor is an average size. No dedicated video card is the biggest failure on this computer, but if you don't want to play video games on it, then it's probably not a big deal.
The fact that it has Vista Home Basic instead of Vista Home Premium is another disaster area though. And the OS is 32-bits with 4GBs of RAM, which is terrible because you won't get to use all 4GBs of RAM. (You need a 64-bit OS to use 4GBs or more of RAM)
