You have plenty of ram, far more than you need to browse, In your particular case I would have to look towards spyware as being the culprit. Run some spyware removal tools. Your browsing speed is also dependant on what type of connection you have, time of day, distance from a particular site, the sites upload speed that you are visiting, etc. If you are sharing your connection with others, this also reduces your browsing speed.
