I'm trying to install a decent video card in my computer. How do I know if I have PCI X16 in my machine?
my model is: HP d530 small form factor, 512mb of ram,
Pentium 4 2.8ghz,ati radeon 9200 256mb vram, and 40gb hdd.

Here there are instructions how to identify your express chipset, once you have identified your chipset, you can look up the specs on the Intel site for it and identify if it supports the PCI x16 graphics interface.
You can also use the chipset identification utility supplied by Intel on the same page.
Also, the connectors are set up for backwards compatibility, but an x16 connector will only fit an x16 compatible PCIe mating connector or less. See below

* A x8 connector with x4 links is physically a x8 connector and can take a x1 through a x8 card
