I don't think so. You at least need a DVD drive to run the Sims 3.
The processor is too slow. RAM seems to be less too. Hard Drive is fine, The internet connection is good, but you need to have a good graphic card to make it work.
The operating system is Ok too. You will probably have to use a service pack 3 of windows XP.
