I have a duo core laptop 1.46ghz, does the combo equal 1.46ghz, or is each one 1.46ghz?

What the dual core does is allow two programs to access the processor at the same time.
Lets say you are watching a dvd on the laptop in a window. Then open up a program (Word, Excel, Photoshop, etc...). On a single core, the dvd image will slow down and pixelate and the opening of the program will be slower.
On a dual core, your second program will be able to access the processor in its own stream of data, so the dvd image wil be unaffected.
On a quad core, just for the sake of saying so, you would be able to run four processor heavy programs concurrently without any of them affecting the other.
