Administrative Tools:
These tools, e.g. Resource Monitor offer advanced users a closer look at their computer to diagnose and fix some problems.
Ease of Access:

Parental Controls:
Available to parents to monitor what their children to on the computer. Must be administrator to use.
Security Center:
Pretty self explanatory, includes the Windows Firewall.
User Accounts:
Allows users to add, remove, or modify user settings. Must be administrator to use.
Windows Sidebar:
Managing the sidebar on desktop of Windows Vista. Feel free to change any of the settings. Applies to the account being used only.
Java:
Manages Java applets that are downloaded from the internet (the little Java pinwheel when you load an applet).
As far as I know, the only culprit could be Parental Controls or Security Center (change to administrator account and try it. If it doesn't work then, then Security Center is the problem. If it is, then meddle with the settings a bit.).
