I want to buy a new tower for my bf for his birthday. I am in no way tech. intelligent. The computer at a local store is going for $ 400 it is a AMD Sempron 3000+ with 512 MB DDR400 Memory

Is this an ok system for him to play good first person shooter games online, and if so is it worth the money they are asking?

For the price that's a good system. If he likes games, you need more memory. At least 1GB though 2GB would be even better.
80GB hard drive is fine. Ask for the speed. If it's 7200RPM or higher that's great. Don't get one with a lower number.
The graphics card is also important, and this one maybe built in - which is not great. But that is something he can always upgrade if he wants to.
AMD is good. If you can get a reasonably price Intel Dual Core - that's even better.
Check www.dealnews.com for computer deals. They might have some awesome promotions. Dell also has great deals and great systems.
Bottom line is for the price it's a good deal. But spend a bit more if you can and upgrade the Ram (memory) to at least 1GB.
