Can Quad core 2.8ghz, 8GB RAM,ATI HD 5450 1GB run all games on highest settings without crashing,stop re spawning ETC.

Your CPU is great, your RAM is great, but your GPU, quite frankly, isn't the best for gaming.
If you're looking in the 5 series, go to the 5750 or better. The 5450 is middle-end at best, and won't play many games on high. If you looking at the 5xxx series because of DX11, forget it...the 5670 can barely handle DX11. Plus, the x3xx and x4xx cards in the ATI series are HTPC cards. On a side note of how confusing graphics cards numbers are, the 4650 is actually more powerful than the 5450.
By the way, the 5670 isn't worth it, since the DX11 premium makes the card more expensive than the 4770, which is way better. Bang for buck on high end ATI cards, get the 4650+ or the 5750+.
