Powercolor hd 3850 overclocked from core669 to 740 and mem from 829 to 950 (MHZ) and the memory is gddr3!

Parts of the 3DMark06 benchmark measure pure CPU power. Also, a Radeon 3850 will be CPU limited on a Pentium 4.
So, while an E8500 may score a little over 10,000 on 3DMark06, running a Radeon 3850, an older single-core Pentium 4 may score more like 6700-6800, with the same video card (and that would be normal).
