Upgrade CPU, Motherboard, both or everything?!?
I have a Asus Vintage V2-PE3 barebones system which I am currently running it with the following setup.
Intel Celeron D336 2.8GHz
2 x Kingston ValueRam 1GB PC4200 DDR2 533MHz
GeForce 6200 GFX Card
2 x 15" Neovo TFT - Dual Monitors
DVB-T Freeview TV Card
80GB Seagate-Maxtor 7200 HDD
LiteON 52x CDRW/DVD
XP Home SP2
Basically, it struggles - slows and wheezes through my increasing demands with web and graphic design - I rarely play games anymore but had a quick tester with Counterstrike Source and it really coughed and spluttered!
The spec says the system can support Intel P4 up to 3.8 GHz (Prescott) and DDR2 up to 2Gb so I am maxed out on the memory but wondered if it was worth upgrading the CPU?
Sorry, I am afraid I cannot find the model of the MB as it shipped with the barebones system and the paperwork gives no indication. Very annoying.

Your cheapest option is to get the P4 (big as you can afford) and see what happens. I suspect you will find a good improvement. Also make sure you do the maintenance - defrag etc - which will also help and the spyware scans - like AdAware program.
