Yes, with the possible exception of the integrated graphics. If it's a laptop, then that's acceptable. If not, you'd best get something that uses a separate graphics card.
I didn't see mention of a sound card in here. That's very important for music production (can't make good music if your sound card won't accurately play it). It's also important for just high-quality listenting.
Otherwise, it's good except for the Vista. If you're daring and don't mind getting your hands dirty, run a distro of Linux on it. Ubuntu/Kubuntu or Fedora are two very good ones. Better yet, run a dual-boot system for a while, and then decide. You certainly have enough HD space.
