I bought a BRAND NEWGateway 15.4" Dual Core, 2GB RAM, 160GB HD Laptop and when i started it it says. FAN ERROR

This is why you don't buy your computers through Gateway and instead build them yourself.
You have faulty hardware - you can either shell out the money to replace it yourself or you can complain to the customer support department and see what they can do.
Hopefully you are still covered under warranty - if so, you can most likely replace the model for a new one or they will fix your computer for you.
Be prepared for a long process - customer support in the computing industry is almost heinous at times.
